HISTORY WESTERN WASHINGTON CHAPTER No. 27

The Chapter has been recognized as one which produces quality educational programs and provides excellent networking opportunities to its members. Even though we have enjoyed tremendous growth in recent years, the Chapter has not departed from its original purpose set forth by its founders in 1955. The continued commitment and dedication demonstrated by the CPM® members, CPM Candidates and ARM® members, promotes the successful environment which exists in Chapter No.27.

1950's
Formed in 1955 by Charles Ennett, Robert Gans, Clarence Cordon, Frank Noland, John David Brown, Bill Causin and Kenneth Greenstreet and later joined by Ken Peth, Don Hass, Charles Oldswang, Art Boid and Ruby Wright to round out the talent.

Frank Noland was our Chapters first President and Chapter meetings were attended by 5 or 6 members who freely shared their experiences. Frank was a pioneer in property management working in the Real Estate Trust Department of the National Bank of Commerce. He trained many of the young property managers of the 50's and 60's and his philosophy was simple: "There's only one way to manage properties - the right way," which translated to "Be a professional."

Ruby Wright was our Chapter's first female member and a leader in the property management field in Seattle. Along with her many talents, in the 50’s it was so unusual for a woman to be a property manager that she appeared on the national radio show "What's My Line?"

In 1959, Ed Suhrbier led the group and explained to a rising star, Richard Muhlebach that a good property manager could earn $300 per month and receive a split of the management fees: 1/3 to the house, 1/3 to overhead, and 1/3 to the property manager. Ed was an industry leader and he held the distinction of managing the largest account in the region - the 110 unit Highlands Apartments.

1960's
Robert Gans served as our President in 1961 and 1962. Bob’s goals were to promote the CPM® designation and increase our membership. Bob later served the National organization as Regional Vice President and in 1966 was elected IREM National President. Many credit Bob with putting our chapter on the map.

Ken Peth, a mortgage banker and appraiser, became President for the next two years and our Chapter membership inched upwards of 20 members! Ken's goal was to increase value to its members: meetings were held at Dully's Restaurant, dues were $25, and lunch was provided for the minimal cost of $3.00. In the 60's the chapter operated on an annual budget of $2,000 to $3,000. Today it is approximately $200,000.

Clarence Cordon served as the 1965 -1966 President and was an innovator in Seattle real estate; he was the first person to conduct a five-way exchange. This transaction was so unusual Seattle Times devoted a full page to describe the intricacies of the complex real estate deal.

In mid-1960 our Chapter split and the Tacoma Chapter was formed. Bill Causin served for many years as President of the Tacoma Chapter and other Tacoma leaders included Herb Syford, Harold Allen and Harold Starkie.

Innovative leaders in the 1960”s included Ed Suhrbier and Wendell Hedges. Ed was the first to develop a brochure for an apartment, the first to use banners and the first to hold an open house on an apartment. Ed and Wendell were the first to give away TV's and stereos to attract renters, and the first to show model apartments. Another leader, Charles Oldswang, a real estate tax arbitrator and an expert in downtown real estate, was instrumental in setting downtown property values. Our Chapter honored Charles, a man who possessed the unique skill of getting everyone to work together, by establishing the Charles Oldswang Scholarship.

Mid 1960’s, our Chapter ventured into educating the real estate industry and began developing seminars. In 1965 Bill Bannecker coordinated "The Coming Opportunities in Office Buildings" presented by Henry Beaumont, the 1952 IREM National President. The seminar was a huge success with 125 people attending. Ed Suhrbier developed a series of seminars focusing on the apartment managers. These seminars drew 200+ people and topics included evictions, hiring managers, maintenance, motivating managers and tenant procedures - the same topics we are discussing today.

Our 1968 President, Rick Anderson was one of the first commercial property managers; he worked for Sterling Recreation Organization, formerly John Dantz Company, and later worked for Arcade Building and Realty. He coordinated our chapter's first national seminar and although the Chapter lacked funds to promote the event, a profit of $1,000.00 was achieved.

1970's
Ed Suhrbier was President in 1970. He introduced Chapter By Laws and luncheon programs to our members. Ed served on the IREM National Faculty for 9 years.

The 1971 President, Edgar Mercy was the first person in Seattle to receive a $1,000,000.00 mortgage to develop an apartment community – BIG news in real estate!

Bob Thorne was our 1972 President. Bob was the real estate officer for the Seattle District Core of Engineers in charge of four states for the Defense Department. Bob's goal was to increase our membership – his efforts doubled our membership to 45 full fledge-dues-paying members!

Wendell Hedges served as the 1973 President. Wendell had one of the largest property management companies west of the Rockies, managing over 10,000 units. Wendell was an innovator in property management and trained many of today's CPM® Members.

1974-1975 Chapter Presidents, James Horrigan and Robert Lackman coordinated the first regional meeting; this humble gathering was an informal weekend get together between friends and colleagues. The Chapter developed the CPM® of the Year Award and the first recipients were Bob Gans, Wendell Hedges, Ed Suhrbier and Bob Thorne.

Steve Grey was 1976 President. Steve devoted his year to promoting the CPM® designation – taking the credential to a new level in our industry. Steve was one of the first to develop mini warehouses in Seattle.

The 1977 President, Ron Sleight, brought the Seattle and Tacoma Chapters back together. Ron attended a national meeting in Chicago and came back with a new outlook on the organization; the “Chair” succession plan was born, a five-year progression to Chapter President.

Mike Williams, 1978 President, was, and is, a recognized expert on management of Affordable Housing and back in the day, HUD subsidized and regulated apartments.

Gary Wilson, 1979 President, was the first President to go through the "Chairs". He coordinated the first ARM® seminar which was taught by Betty Pringel and later by Mary Weber and Cheryl Dittamore.

1980's
Since 1980, Chapter luncheon meetings have been held at the historic and prestigious Seattle Yacht Club. Our members come together for lunch, to network, and hear insights from industry experts and other esteemed leaders.

Ray Lundy served as the first President of the 80's, and lead Chapter No.27 through a transition period of rapid growth and formal meetings working closely with National.

Our next Presidents, John Magnuson (1981), Ron Hallissey (1982), Steve Wilson (1983), and Edna Viars (1984), fine-tuned our Chapter's operation and each have taken our Chapter a step forward. John, a leader on legislation issues, served as our Regional Vice President and was the second member of our chapter to serve as National President (1991). Ron started the In-Service Day. Steve presented our first 400 Course and never doubted we would exceed the breakeven number. Edna guided us through a profitable year to make the Chapter accountable to its members.

Richard Muhlebach, 1985 President, increased the membership, increased recognition of the CPM® designation in the community to continue the Chapter's excellent education programs and ensure the financial stability of the Chapter.

Cheryl Dittamore, President in 1986, and Tim Burleigh, President in 1987, led the Chapter to new heights of community involvement by accomplishing the first annual Forecast Breakfast and the first financially successful trade show for the multi-family industry. The Forecast Breakfast was attended by over 300 community leaders and real estate practitioners. This event, sponsored entirely by IREM, not only added to the financial success of the Chapter but also demonstrated to the community the professionalism and the knowledge of local CPM® members. The "TRENDS" Trade Show and Educational Conference, co-sponsored by IREM, was attended by over 900 people and 350 vendors. It provided IREM Chapter No.27 another opportunity to demonstrate its leadership in professionalism through educational offerings.

1988 President Mike Brien continued the trend begun in 1955 with emphasis on increasing public awareness of the quality services provided by professional CPM members.

In 1989, President Craig Suhrbier and the Long Range Planning Committee set out guidelines for future Chapter leaders and created an operational framework for our Chapter.

1990's
1990 President Sandra Igo, developed strong member participation and our Chapter’s financial stability was solidified. Sandy promoted events, enhanced membership value thereby attaining her goals of increased membership and financial strength.

1991 President Norman W. McCue, saw the establishment and funding of a Scholarship Committee, a Minority Outreach Committee, a Membership Development Committee and a Friends of IREM Program for industry related vendors. It was a busy year: we held a successful "TRENDS Trade Show" with record attendance, two "Ethics In Property Management” - 800 Series courses, two Candidate Breakfasts and the design of a new course with clock hours given by the State of Washington Real Estate License Division. There were twenty-one new CPM Candidates approved and five new CPM® Members.

1992 President Melody Westerdal expanded the Chapter‘s community awareness and involvement activities to include participation in helping to fund a transition village for homeless families sponsored by the Redmond YWCA.

In 1992, the first "Trends in Property Management" class was developed with clock hours for real estate licenses in the State of Washington. Our chapter became a sponsor and participant in the organizational set up of the first FORUM trade show featuring commercial property management, marketing and leasing.

1993 President Kim Allen refocused the Chapter on IREM's Mission "...to educate, certify, and promote the professional competence of IREM members in order to meet the needs of those who utilize their services..." Our Chapter was honored with two prestigious awards from IREM National: Chapter of the Year and The President's Award for the Best Chapter in the United States. Kim was instrumental in the growth of the Legislative Committee and the Chapter retained a Legislative Lobbyist to address industry issues with our State Legislators.

1994 President, Inga Graf, continuing to promote the Chapter's offered our membership the opportunity to expand on educational offerings by sponsoring IREM Courses in the 300, 400,l and 800 series in addition to the Current Trends in Real Estate and FORUM.

1995, President Dan Bockelmann, focused on assuring future quality chapter leadership and a more balanced representation through a restructuring of the Executive Council. The revised structure replicated IREM National's officer structure by creating three co-equal Vice President positions from which the nominating committee would select a President-Elect for a succeeding year. Other important changes included the creation of an ARM® Participant position as an elected and voting member of the Executive Council and making the Member at Large positions elective rather than appointive.

1996 President Jeff Powell expanded the networking of our membership. At all monthly meetings, members shared important listings, sales, or rentals; the immediate Past President gained voting rights and became a member of the Executive Council; and the Legislative Committee flourished.

Upon the passing of Past President, Edna Viars, the Chapter formed a scholarship in her name for future CPM® Members.

1997 Chapter President, Vickie Gaskill embraced the theme FOCUS, FOCUS, FOCUS! IREM National planned significant changes in 1998 for educational offerings, the financial responsibility and benefit structure of the courses was slated to significantly impact the financial position of our Chapter. Chapter leaders spent 1997 informing and advising our members on what was coming! Educational courses had been our Chapters prime financial resource and after analysis it was clear changes were needed. We restructured the KEY Newsletter format, the Inaugural Dinner format, Executive Council meeting arrangements, and many other line item issues.

Additionally, Vickie led a team to produce the Second Annual Fundraiser for the Edna Viars Scholarship Fund and "Casino Night" was held in May. The ARM® Committee introduced and passed their National Committee By-Laws; and, although it took six years to accomplish, the ARM® Committee now had the authority to require mandatory attendance at ARM® Committee functions. Rounding out 1997, our Chapter hosted the Regional Leadership and Education Conference at Alderbrook Inn.

1998 President, Sherry Zane continued the year(s) of change. Our long-time Chapter Administrator resigned and we entered into a three-year contract with The Building Owners and Managers Association of Seattle and King County for administrative duties. As part of this arrangement, the local IREM office in Bellevue was closed, and a joint IREM-BOMA office was established in Seattle.

The IREM Right Education” program was kicked off. The Chapter sponsored seven successful courses in addition to “Ethics in Property Management” and “Current Trends.” In April, the maintenance course attracted 65 students; notably, it was the highest attended IREM course in the country!

The big community service event for the year was the Union Gospel Mission project. Volunteers worked at the women and family shelter for two weekends and rehabilitated seven rooms for needy families.

1999 President Rob Kellum prioritized our member involvement and the "marketing" of our Education offerings. The Chapter had several successes that eventually led to a nomination for IREM National "Chapter of the Year" honors, and we are proud to have received the Silver Award. We received National recognition and honors for our prosperous educational programs, successful Legislative efforts, and our thriving ARM Program.

The first version of a Chapter website was developed; we brought back our Summer Picnic, and had a good turnout at Emerald Downs for "A Night at the Races." Chapter community service was divided between two efforts: sponsorship of a bike team that rode in the MS Charity Ride in Washington and sponsorship of a family in need during the Holidays through the Salvation Army's "Adopt a Family" program.

The 1999 Regional Leadership and Educational Conference was a joint event between Region 12 and Western Canada, held in Victoria, BC. The Conference culminated in an excellent program that included the IREM National President Michael Simmons. On the National level, our Institute had two big issues: 1) whether to disaffiliate with the National Association of Realtors, and 2) whether we should continue MCE requirements for our members.

2000's
Vicki Stier, CPM, served as year 2000 Millennium President. The changes began with a new contract for Administrative duties; we engaged CBA to assist our efforts to provide effective and efficient services to our members. "Education through Leadership" was the voice of encouragement for members to participate and learn through volunteerism and education to develop future leaders. Minority recruitment was a priority best accomplished on a one-to-one basis and two CPM Candidates were awarded National Minority Outreach Scholarships. The Chapter sponsored a two-day event "Current Trends in Real Estate" with the theme: ”technology @ work and home.” It was the most successful program of the year, drawing over 80 participants locally. The summer picnic at the "Woodland Park Zoo" was the largest attended social function for members and their families. The community service project was "IREM Builds Hope and Homes" in partnership with Habitat for Humanity of East King County. Our members spent a full day in constructing new homes.

The Chapter received National Awards for the efforts of the "Income/Expense Analysis" participation and received the Silver Award for "Chapter of the Year" for the second consecutive year. The ARM Committee was honored with the Presidential Award for the best ARM Committee in the nation!

2001 President Sherrie Clevenger led the Chapter as changes were passed down by National, our Chapter got on board and followed suit. The Chapter expanded their technologies by improving its website. A Strategic Operational Plan was presented and implemented. This Plan included a vision statement, mission statement, and a plan of action that included a five-year budget. The Chapter continued to meet the needs of the members by providing training and education on urgent industry matters, such as energy conservation and the electrical licensing.

IREM National created a new category of membership for ARM Participants effective in 2002. A task force was created and a plan was designed to implement the new membership category. Chapter No.27 received the IREM National Silver Award for "Chapter of the Year."

During 2002 President Steven L. Goff’s tenure, IREM National revised membership requirements which had frustrated and discouraged many CPM Candidates from becoming members. Through the efforts of the Executive Council and key committee chairs such as Heidi Turner, CPM®, and Mike Hogue, CPM®, many Candidates were encouraged to complete their applications for membership. This was the beginning of a flood of new members which continued for the next few years.

The Chapter sponsored training for technicians and maintenance staff who applied for the Electrical 07-B license from the State of Washington Department of Labor and Industries. This license became a requirement for any work on electrical systems where replacement and maintenance of fixtures is required. Classes for the 07-B license were held once a month for four months and were instrumental in helping the Chapter meet its revenue projections during the economic downturn of the early part of the decade. More than 200 applicants took the courses.

Lynn Marzano-Moore became the first ARM® member to be elected to the Executive Council and ushered in a new era of membership for all ARM certificate holders. Executive Council members Neal Warner, Shawn Hoban, Rob Bill and John Hatton all contributed countless hours to make 2002 a successful year in terms of program quality, membership growth, legislative efforts and financial stability of the Chapter.

2003 President John Hatton, CPM® ushered in the many changes occurring to IREM on a National level and those changes that filtered down to the Chapter level. One of the most dramatic changes was the introduction of Associate Membership. Under this program many individuals that heretofore would not qualify for IREM membership, had the opportunity to join. Another notable change was the National goal of integration of ARM® members. To this end, the ARM® Integration Task Force was created.

The Chapter presented its first Terrorism Preparedness Seminar in 2003 and offered 12 other classes during the year. Community service continued to be a focus of the Chapter with members participating in Habitat for Humanity, Making a Difference Together and several fundraisers for community based programs.

The second year of the IREM Scholarship Golf tournament was a huge success and put a substantial amount of money into the scholarship fund for use by applicants for IREM courses.

During 2003 CPM® membership grew by 8% and ARM® membership expanded 12%.

2004 President Heidi Turner. Success continued for the Chapter with the presentation of the TRENDS Conference and Tradeshow (multi-family), Commercial Real Estate FORUM, Current Trends in Real Estate, the Third Annual Phil Fehler Scholarship Golf Tournament, and Forecast Breakfast 2004.

Membership increased on all levels. Tremendous success was attained for our IREM educational offerings - we sponsored 12 courses throughout 2004 plus we presented “Ethics in Property Management” facilitated by Chapter No.27 member Cathy Munson.

The Travel and Reimbursement policy was revised to include standards for use of Chapter funds for our members to attend National Conferences and other such events. The goal is to provide a broad base of support for active Chapter volunteers to attend leadership related conferences that will enable them to share experiences and provide future leadership and development for Chapter No.27.


2005 President Peggy Kunkel provided leadership for the Western Washington Chapter No. 27 during our Golden Anniversary year! The Chapter celebrated this monumental milestone with a 50th Anniversary Gala coordinated by Lynn Marzano-Moore. The Gala was a tribute to our Past Presidents and Chapter leaders. Distinguished guests included IREM National President, Tony Smith, IREM National Past President Allan Huffman, and Regional VP, Julie Muir.

Extraordinary accomplishments and new ideas were born in 2005. Some of those included a new look for The KEY, creation of The Past Presidents Committee and a new program called “IREM Bucks” - a way of giving back to members and making events more affordable. Plus, our Chapter donated funds to the Red Cross for Hurricane relief.

The Phil Fehler Scholarship Golf Tournament Committee, lead by Rob Kellum, John Hatton, Sherrie Clevenger, and Mike Brien, generated over $17,000.00 for our scholarship fund. Rob Bensussen Chaired the Current Trends Committee and presented ”What’s Developing in Real Estate” around the Puget Sound with 100 participants. Chapter No.27 Co-Sponsored another successful “TRENDS” tradeshow and educational event entitled “Positioning for Recovery” with 2,000 participants, 200 industry vendors, and 35 workshops. Additionally, we sponsored 12 successful IREM educational courses.

Sherrie Clevenger and her team honored our Professional Partners at a reception sampling Washington’s wines and appetizers. Lita Johnson helped with total membership increasing 7% in 2005. Cathy Munson kept the Chapter on track financially ending the year with an increase to the bottom line. Trinity Blue was approved as a National IREM instructor and we sponsored Jo Baumgartner into the Faculty Candidate Training Program; AMO membership increased to 16 when we celebrated the addition of Lorig Management Services; we have two more companies in the queue to attain the prestigious AMO designation.

We had an exiting year and between Sherry Zane and Sue Lewis, our IREM luncheons and dinner events were fun, interesting, and educational. A sampling: Alderwood Mall provided a slide show on the new lifestyle center, Mike Scott of Dupre & Scott Apartment Advisors shared insights on the apartment market, the Director of Pike’s Place Market provided a behind the scenes look on the nearly 100 year old nine-acre Pike Place Market, Russ Salzmann, new CEO and Executive Vice President of IREM attended the Chapter’s March meeting. Jonakan O’Steen, National Education and Leadership Development Director of Equity Residential provided a presentation: “Diversity-Create a competitive advantage by understanding and meeting the needs of our ever-changing market,” Bob Mitchell, WAR Executive Projects Coordinator, informed us on proposed revisions in Washington Real Estate License law; and lobbyist, Mark Gjurassic kept members informed of local issues. The lunch and tour of the award winning Seattle Central Public Library was a hit. Larry Diamond provided an insider’s take on “Lessons Learned from the Famous and the Infamous.” The presentation by Kerry Bucklin “Condominium Conversions” was labeled a huge hit and attendance soared.

It was a busy year.
